Council confirms Mercy Robinson to the Zoning Board of Appeal, 12-0, without a committee hearing
The vote came the same day the nomination arrived. A week earlier, 10 other ZBA picks went through a committee hearing first. Proposals to change how the board works are still in committee.

The City Council confirmed Mercy Robinson as an alternate member of the Zoning Board of Appeal on Wednesday, 12-0, the same day the nomination came before it (docket 2031). City Councilor Enrique Pepén was not present for the vote.
The ZBA decides when a project can break the zoning rules, from a homeowner's dormer to a developer's extra floors. Alternates sit on cases when regular members are absent or have to step aside. Robinson's term runs until May 1, 2029, according to Mayor Michelle Wu's letter nominating her. The letter does not describe her background.

How it was done
City Councilor Sharon Durkan, who chairs the Planning, Development and Transportation Committee, moved to suspend the council's rules so the confirmation could happen without a committee hearing (meeting page). That is a different path from the 10 ZBA nominees the council confirmed a week earlier. Those had a confirmation hearing in Durkan's committee on Oct. 16 (meeting page), where councilors asked about small homeowner cases, language access and climate resilience, before the council confirmed all 10 on Oct. 21 without a no vote (watch at 23:29). We previewed the Robinson nomination on Wednesday.
On Oct. 21, City Councilor Ed Flynn told colleagues that the council has "some limited oversight" of the ZBA, mostly through its meetings with nominees, and urged them to attend those hearings (watch at 26:11). The council has not posted video of Wednesday's meeting yet, so we cannot say whether anyone spoke on the Robinson nomination.
Other confirmations Wednesday
The council also confirmed, 12-0 with Pepén not present, a group of new constables authorized to serve civil process for a term that began May 1, 2026, and ends April 30, 2029 (docket 2032). A separate set of constable bonds was approved under the usual terms (docket 2041).

What our records show
Proposals to change how the ZBA itself works are still waiting:
- City Councilor Gabriela Coletta Zapata's ordinance on modernizing the board and making it more transparent (docket 0388) and her home rule petition on the board (docket 0389) have been in the Government Operations Committee since Feb. 25.
- Flynn's ordinance to require abutters meetings and a community process for every project seeking zoning relief (docket 1712) has been in the same committee since Sept. 16.
By our count, the Government Operations Committee holds 40 items, only two of them hearing orders.
What's next
The confirmation completes the council's part in Robinson's appointment. Zoning appeal hearings and agendas are posted on the city's public notices page. The board-reform proposals stay in Government Operations until that committee holds a hearing or working session and reports them back. The council's remaining regular meetings this year are Nov. 4, Nov. 18, Dec. 2 and Dec. 9, according to its 2026 schedule.
